Why am I receiving traffic from this IP?

The packets your device received were sent from a device managed by our Research & Development team. The measurements via ICMP/TCP/UDP probes on wide ranges of the Internet's IP address space aim to improve overall routing performance. We always take care to not impair other Internet user's devices and services.
